It seems that Nikon no longer offers the NEF/NRW Codec download option on their website

In October last year, Nikon released the latest versions of NRW Codec (v.1.9.0) and NEF Codec (v.1.31.4). Both download links are no longer valid (they now default to the Nikon Download center). Unless this is an error, it seems that Nikon will no longer provide future NEF/NRW Codec updates.

If you search on Google, you can still find third-party websites that offer the downloads.
