I can buy this cheaply and I was wondering if it can be used as just a manual focus lens on my D5000.

AFAIK it is an old non-auto focus lens so you would have to manually focus it. I wouldn't rule it out just for that if it is cheap enough and you are trying to keep costs down though.

It would be manual focus and more than likely manual metering.
Vivitar made a ton of these so it is hard to know from just the name. It needs to be Ai - auto indexed - notch in the aperture ring.
I wouldn't expect much from it - but if it is cheap enough ($0-$40) you can't go to wrong. If it is more than $40, personally I wouldn't bother.

I have used several old manual lenses on my Nikon digital camera bodies.
The key to note is what it says in the camera manual - or what is on the Nikon web site about the specifics for your dSLR body.
The usual advice Nikon give is that you get best results if the lens is A.I. Depending on the body, the lens may (or may not) couple for metering - so CHECK the manual first to be sure if that is important to you. Some earlier lenses may not stop down and/or connect for metering. I don't have a D5000, so can't tell you for sure.
That said, I have used Vivitar AI lenses (specific for your question, I have a Vivtar 35mm f2.8) from the 1960's and 1970's with my 2010 D3000 backup body and my 2011 D7000.
My old camera selection seems to have several (4 in fact) 35mm lenses in it, but I much prefer to use 24mm and 28mm wide angles... Shades of that old joke about taking a few steps back to get the view in and falling off the ledge.....

Non-Ai lenses will work on a D5000, although you can't meter with it and you'll of course need to focus manually. The D5000 can use any Nikon-mount lens dating back to the very beginning of Nikon 35mm SLR interchangeable lens system. It is one of the small advantages of the Nikon D3000/3100/5000/5100 bodies.

It is one of the small advantages of the Nikon D3000/3100/5000/5100 bodies.I think one advantage for the cameras below the D7000 and D90 (D40, D60, D5000, D5100) is that they can take pretty much any Nikon F mount lens (except the crazy fish eyes that need mirror lock up).
You won't have any meter, but that's not to big a deal if you're not in a rush.
