Man - talk about a loaded question!
So, here's my take...
Divide your camera budget into 3rds. Spend 2/3 on a lens and 1/3 on a body. You'll never regret having quality lenses, and you can update the body later.

"I'd go D3000 over D60 for the better auto-focus alone. Of course you can't buy one yet, so... maybe not. The D90 is such a great camera that Its hard to justify buying anything less if the D90 is already in your budget."
Exactly! if you can afford a D90 getting a D60 seems almost crazy. Not just for the reason you mentioned but also the D90 will probably be the camera used for quite some time. Getting anything less would mean buying a camera twice as anyone with an older one will want to upgrade sooner than if they had a newer one.
Yep...D90 and 18-200 VR. It's a very versitile combination.
I have 3 Nikons, 6 lenses, and this is the combination I chose to help shoot a wedding/reception last Saturday. I never realized just how great the D90 is for lack of noise at high ISO's. Some of my shots were at 3200 ISO and perfectly usable.
