That one book might be free but he's selling others and offers workshops. So it's a commercial site. PM Bram directly if you want the link.

If you follow the ethics of street photography, you still have a problem called "homeland security" that sometimes can make your photo session very complicated when you are a tourist.
In DPReview they posted an nice article about it few days ago, just google for "Street Photographers test freedom to shoot in London".
