This is not jello effect. Everything here is purposeful (I believe). Check out Mike's other work - most of it is quite impressive and from an artistic standpoint demonstrates just how powerful having video in a still camera can be and how it's not just a gimmick for amateurs. He also uses Lens Baby to great effect and he also does some post prod color work to get the color (usually desaturated) he's looking for.
