In Red Deer we have a skateboard park area that allow Graffiti and few areas that are hard to see from public roads and the Graffiti is mostly allowed to stay. I have taken a few pictures and plan to go Graffiti exploring this summer, hopeful without getting arrested
Graffiti in my opinion can be art, but mostly become vandalisme

Grafitti can be art and vandalism all at the same time. Just like a rose can be a weed in a tulip bed.
In my experience, even the arty graffiti has been vandalism.
Despite the thread discussing the arrest of a photographer for aiding and abetting vandalism, there is no law I am aware of making it illegal to take photos of graffiti. But, Pete, that does not mean you can cut through the Central City High School fence at 3:00 a.m., scale the school walls, drop down into the central courtyard, and take photos of the graffiti that's there. The cops will not be happy.
Graffiti is probably more vandalism and less art (if not allowed at some spot).
But I really do not see how that makes that photographer a criminal.
Graffiti will not disappear if not photographed.
I have viewed some very artsy graffiti, however my company spends a lot of money each year to cover it up from our building. An employee suggested mounting cameras to catch them, I suggested a sniper!
Cant fight graffiti. Just too easy to be a vandal and get away with it. Some are artists but most are just egotistical idiots. For the artist .. I say use them to decorate the urban landscape. for the idiots .. just have to catch them and/or remove their stupid scribbles.

for me it's art - not all of it of course, but there are some masterpieces
