LOL actually there is no age restriction just having you on kiddo! .. the only restriction is that you cannot post nudes, I think.

Edit: On second thought, maybe I should illegally enter! Maybe I can snag a D3 and a couple of lenses before anyone realizes I'm underage... :-D

Well the winners of this years contest were just announced last month so they should be updating the info for next year very soon. The deadline is usually around Nov/Dec.
