As NikoDoby mentioned, ♥ Keh & eBay. I have been looking at the price of this lens a bit lately as well, I think I saw one on eBay for 170 or 180 USD, free shipping.

It's a /fairly/ new model so it might be a little hard to find refurbo. I'd look for mint-condition used lenses, like for example if someone bought it, took a picture, decided they didn't like it but could not return it or sell it as 'new'. It's glass after all. Hopefully the lens is high quality enough that the glass doesn't break after a certain number of exposures ☺

*YIKES*, I looked at this lens just a few weeks ago and it was bubbling under $200, now it's pushing $300!

I just saw one recently on B&H or adorama. Seems like the price has gone up a little on them and lots of places seem to be out frequently. Since the price really isn't that much though I second just buying new instead.

Again the difference in price isn't that big between a refurbished and a new lens. You are better off just buying a new 35mm.

Have you tried the Nikon Store?

They "stock" different refurbished lenses from time to time so if they don't have it in stock keep checking. But why do you want a refurbished lens specifically? You'd be better off just looking for a used one from KEH or Ebay or better yet buy a new one. The difference isn't that big in price.
