The property that controls the strength of a lens is its index of refraction, not its dispersion. Dispersion describes how much it tends to induce chromatic aberration. The whole point of ED glass is that it has a fairly normal index of refraction, so it can make strong lenses, while having a lower than expected dispersion, so it doesn't introduce much CA.
