Translation: Because of the 75 years of Nikon optics, known as Nikkor, there is a discount program for Nikon lenses, and the discount is applicable to the official Nikon list prices in the Boutique Nikon.

First, this means that the discount is relative to the official Nikon prices in France, which is a bad thing, as the street prices tend already to be much lower than the official list prices.

Also, this Boutique Nikon isn't Nikon itself, it's just one of several Nikon authorized dealers in France, so the discount is only when you buy from this dealer.

In my opinion this is only a good marketing trick.

If I understand it correctly, this means:
Yes, they seem like good discounts. BUT, the prices listed before discount are excessively high. Even after discount some still more expensive than normal. So not such a good deal. (Not a literal translation, just what I think the poster said)

I have got about 8 on my wish list.. starting with the 80-400mm; 70 200mm, 300mm f2.8, 17-55mm f2.8, 14-24, 24-70,500mm vr and ending with the 85 1.4...
aaaah one can but dream. Plan to buy the 17-55 next month, the 70-200 in Jan (dont shoot FF therefore this will be ideal on my D200 AND D300.. and the rest when the funds builds up and allows for..

The value of the dollar is going up not dropping but still makes more since that way But it still only 3 cents more than it was 6 months ago.

It is probably no more than an adjustment for the drop in the value of the dollar.

Nikon prices in dollars it seems.
